The best 'place' to do anything actually depends on the current context of your situation. Example, where do you plan to send the child for university will depend on the lump sum needed. Then you have to work backwards 18 years, how much is needed each year, further broken down into monthly contributions, with certain inflation and growth % taken into consideration. Then only after that, you look for vehicles that will make this plan work.
